The first step is to heat-treat the flour, so it's safe to eat. Simply sprinkle the flour onto a baking sheet and bake at 350℉ for 5 minutes. Then let cool.

Once the flour has cooled, whisk together melted butter and both sugars.

Next, add the milk and heavy cream and stir until smooth.

Finally, stir in chocolate chips and other mix-ins.
